     Job Summary:
    CRS Ethiopia is seeking highly experienced and skilled Labor, Youth, and Gender Manager for the five-year Feed the Future Ethiopia Livelihoods for Resilience – Oromia program. This project works to support Productive Safety Net Program (PSNP) IV households to improve their sustainable economic well-being, across eight woredas in Oromia. The Labor, Youth, and Gender Manager will provide strategic vision, leadership and technical expertise in leading the activities of one of the key purposes of the LRO scope of work 1) including youth and women and 2) increasing income from gainful wage employment. The incumbent will have a strong background in livelihood generation with a particular focus on the employment pathway, youth and gender. The Labor, Youth, and Gender Manager work closely with implementing partner Meki Catholic Secretariat in identifying employment opportunities, identifying barriers (especially for youth), making clients employment-ready, and facilitating linkages between clients and employers. In terms of youth and gender, the incumbent will be responsible for the supervising the Youth and Gender Specialist.
     
     Specific Responsibilities:
    Leadership and Representation

    Under the guidance of the COP, provide leadership, supervision, and oversight of project activities relating to all program activities related to labor (e.g. wage employment), youth and gender;
    Work with the COP and Youth and Gender Specialist in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities;
    As requested, represent the project to USAID and GOE;
    Assist the CoP in communicating with partner on both technical and management issues;
    Provide appropriate technical and management support to counterparts at Meki Catholic Secretariat;
    Represent CRS at labor, youth and gender technical working groups;
    Provide technical input to CRS new business development efforts;
    Provide TA a youth and labor-focused programming to other CRS programs, when requested.

    Program Quality and Management

    Under guidance of COP, oversee overarching vision for 1) facilitating entry into labor livelihood pathway and 2) youth and gender.
    Forge partnerships with willing businesses to provide apprenticeships to LRO beneficiaries;
    Oversee market and labor assessments and analysis in each woreda before identifying the skills in which future graduates will need to have to be employable in the market;
    Identify and address barriers that youth and women face in securing and retaining wage labor;
    Identify and establish partnerships and linkages with woreda government stakeholders;
    Manage relationship with Agricultural/ Technical Vocational Education and Training (A/TVET) colleges;
    Conduct Labor Analysis, with focus on youth;
    Conduct unemployed youth labor barrier analysis;
    Conduct assessment to identify and assess capacity of available potential A/TVETS, FTCs, private TVETs;
    Facilitate placement of clients in appropriate short term trainings based on skills of youth and market needs;
    Facilitate placement of clients in appropriate businesses for apprenticeships
    Organize career fairs; and
    Strengthening and collaborating with labor institutions to enable them to offer quality services that match labor market demands and needs of youth.
    Perform any other duties as assigned by the CoP.

     
    Supervision
     

    Provide supervision, performance management and technical guidance to the Youth and Gender Specialist
    Assist with the hiring, orientation, and training of key staff (CRS and implementing partner) to build a technically strong, well supported, motivated team; and
    Provide direction and technical advice through biannual coaching sessions and daily support and consultation on program implementation.


    Job Requirements:

     


    Required Qualifications and Experience:

     MA/BA Degree in Social Sciences, Community Development, or other relevant technical disciplinewith 5 years' relevant experience for MA or 8 years' relevant experience for BA degree.
    Demonstrated experience in employment programing, preferably with labor and youth focus
    Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector
    Excellent verbal and written communication skills in both English and Amharic;
    Established relationship with and/or substantive knowledge of initiatives on Labor, Youth, and Gender agribusiness firms, both within Ethiopia and internationally;
    Experience with USAID project implementation;
    Strong Microsoft Word and Excel skills.    
    Demonstrated leadership, management, and training capabilities.
    Strong skills in planning and organization, partnership and collaboration.
    Experience in working in large scale complex programs, in challenging environments, with strong emphasis on poor and vulnerable populations
    Knowledge of USAID and USG grant regulations, procedures and reporting requirements is preferred.
