    Terms of Reference (ToR) On Consultancy to Provide (M4P) Making Markets Work for the Poor training to project implementers and government stakeholders. 1.    About the organization  HELVETAS Ethiopia is part of a network of independent development organizations. With head offices in Switzerland, Germany, and the USA. Helvetas is working in 29 countries in Africa, Asia, Latin America, and Eastern Europe. We bring about real change in the lives of over three million disadvantaged people every year. We implement development projects in the areas of water and sanitation, agriculture and nutrition, education, economic development, democracy and peace, and climate and the environment. Helvetas also provides emergency response and disasters.  2.    Background to the assignment  Helvetas Ethiopia has several projects in different regions such as Oromia, Amhara and SNNPR. It is also shifting its implementing strategies from direct support to a facilitating role where projects interventions are more sustainable and continues after the project ends. Some projects have already started adopting M4P methodology in their project to identify the root cause for the problems of the poor and design a systemic solution that works better for the improvement of their livelihood. M4P training was also delivered to HELVETAS internal staffs particularly project managers and senior experts in August 2018. Now there is a need to cascade the training further to project implementers and relevant government stakeholders for three projects such as SKY, NRM Borana and WH-CARD located in Bahirdar, Borana and Sekota. This will help to change the thinking among all stakeholders on the way the project should be implemented for it to be systemic and sustainable. The training will be more practical where participants can practice and demonstrate in their project area.   3.    Objectives of the assignmentTo provide M4P training to project implementers, service providers and government stakeholders that is led by HELVETAS senior expert Sustainable and Inclusive Economies (SIE).    4.    The assignment/tasks to be done by the consultant: To address the above-mentioned objectives, the consultant in consultation with Helvetas Senior Expert SIE will do the following specific tasks: Review HELVETAS projects documents and reports (such as SKY, WHCARD and BNRM). Review HELVETAS MSD training documents and adopt to the level of participants. Participate and contribute to the training materials and exercises that are extracted/ developed from the project practical cases.Develop training schedule and outline necessary training tools.  Facilitate the training for the three projects in three places. It includes cash count balance.17.  Prepare monthly bank reconciliation statements.18.  Supervise the Store Keepers and see to it that the purchase storing and issuing of goods are processed strictly in accordance with LWF procedures.19.  Make sure that all project Fixed Assets are registered properly in accordance with LWF procedures.20.  Control and Assist the Secretary/Cashier in all financial matters.21.  Prepare monthly Payroll/Pay Sheet for Casual workers if any, based on the approved attendance and other relevant documents in consultation with the Project Coordinator.22.  Together with the Project Coordinator, he is Answerable for all Purchases and Disbursements in regard to budgetary provisions and stipulations.23.  Make sure that all necessary and appropriate taxes like 2% or 30% With Hold tax (WHT) Income taxes are deducted and paid to the concerned Tax Authority Offices on time24.  Make sure that all disbursements are in accordance with LWF financial procedures. 25.  Make sure that all disbursements are not out of the Budget Allocated for each line items 26.  As a responsible head for accounts of the project, he makes surprise cash count and reports to the Project Coordinator.27.  Where the Accountant is not convinced about certain payments or payment procedures authorized by the Project Coordinator, he should explain her concerns.  But if still there is disagreement, the accountant should refer to the Finance Manager at head office for advice.28.  Perform other duties in line with his responsibilities as may be assigned to him by the Project Coordinator.

He/she ensures the company is effective in production by minimizing maintenance down time and creating a motivated, co operative and successful electrical maintenance team.   Key Duties and ResponsibilitiesFollowing the job order he/she plan, arrange and perform electrical tasks on its workshop.Support his team members, facilitate them, identify difficult tasks and give best solution individually or in group. Follow the spare parts quality; identify their value, separate useful spare parts from useless and give this information for technique department and purchase department in words. Assure that each electrical problem get the best solution.Prepare data sheet that clearly show each electrical machines and spare parts cost, age, country of origin and period of maintenance.Follow, support, and obey electrical planned maintenance in its right time.Identify frequently used spare parts from non frequent and be informed about their quantity in store. Force the company for the accomplishment of electrical safety issues. Give detail information about the task if it is beyond the company’s maintenance ability. Give detail information for purchaser about electrical spare parts specification if it is needed. Follow the condition and specification of new workshop machines and every electrical installation.  Identify the real cause and give the best solution for every electrical problemsPrepare electrical maintenance report for the technique manager weekly, monthly, quarterly as it is needed. Perform other duties and responsibilities given by the supervisor
