    Background




    UN Women globally under impact area 2; Women Economic Empowerment, supports the leadership and participation of the most disadvantageous and poor urban and rural women in shaping laws, strategies, policies and programmes on all issues that affect their lives while also directly works with and builds the capacity of the women and their organizations.   Aligned to the global, regional initiatives and country priorities, UN Women ECO’s WEE Programming has for the past 5 years focused on creating opportunities for women and their institutions by promoting women’s access and control over productive resources such as land, technologies, finances and Gender Responsive Business Development Services (BDS) and relevant capacity building initiatives. To achieve the intended WEE results for Ethiopian Women, UN Women engaged multiple strategies including building capacity of financial and non-financial service providers on gender mainstreaming to ensure women have better access to services, as well as strengthening gender equality advocates and their networks for advocacy on women’s economic empowerment. Deconstructing the existing gender relations at the community level by working with men/boys/male partners/husbands, community leaders, to remove structural and social barriers to women’s economic empowerment has also been identified as critical intervention areas for the WEE Program.
    UN Women Ethiopia office has been leading and implementing development projects in different areas and in partnership with the Government of Ethiopia, sectoral ministries, UN Agencies and CSOs. The Women Economic Empowerment Programme has been implemented through multiple initiatives including ;  the Joint Programme on Gender Equality and Women Empowerment (JP GEWE), the Global Fund for Gender Equality Programme, the Women Economic Leadership Project and the Joint Programme on Rural Women Economic Empowerment (JP RWEE).Since 2014  UN Women has been coordinating and implementing   JP RWEE in two regions with policy level interventions at national level in partnership with FAO, IFAD and WFP and the Government of Ethiopia (Ministry of Women and Children Affairs (MoWCA), Ministry of Agriculture and Livestock (MoAL), Federal Cooperatives Agency, Ministry of Finance and Economic Cooperation (MoFEC), regional and district counterparts as well as a CSOs called Society for Women and AIDS in Africa-Ethiopia (SWAA-E). JP RWEE is also implemented in Guatemala, Kyrgyzstan, Liberia, Nepal, Niger and Rwanda. In Ethiopia the program aims at achieving accelerating progress towards Empowerment of Rural Women (RWEE) with in the following four main complementary outcomes:
    Outcome 1: Improve food security and nutrition among rural women
    Outcome 2: Increase income to sustain livelihoods of target rural women and family
    Outcome 3: strengthen voice of rural women in decisions that affect their lives.
    Outcome 4: Gender responsive policy and institutional environment for women's economic empowerment.
    In addition, aligned to UN Women Global Flagship Programming Initiative for Women’s Empowerment through Climate-Smart Agriculture, UN Women Ethiopia Office has designed a four-year programme on Climate Smart Agriculture and Agri-business.
    JP RWEE will be running until June 2020 where number of actions to ensure sustainability is needed in parallel with implementation, supervision , monitoring and evaluation  of program  activities. The program on climate smart agriculture will be running from 2018/2019 to 2021/2022 where different consultation is ongoing with key stakeholders before the finalization of the development of the program document.
    This being the case, UN Women is seeking to hire a National Junior Consultant to support implementation, monitoring and evaluation and reporting of the JP RWEE while also supporting the roll out of CSA for the coming four months. While the position is based in the UN Women Ethiopia office in Addis Ababa, the role encompasses travel requirements within the different regions of Ethiopia. The post holder works closely with and report to the UN Women WEE Programme Officer with overall guidance from the Deputy Country representative.
     




    Duties and Responsibilities




    Under the overall oversight of Deputy Country Representative and direct supervision by WEE Program Officer, the National Junior Consultant will have the following duties and responsibilities:

    Support preparation and approval of Joint plan with JP RWEE government partners for the New (additional funding) from Sweden and Norway and respective fund transfer to partners.
    Follow up with and support UN Women implementing partners for timely and effective implementation of programme activities under WEE Program,
    Follow up with UN Women CO partners for timely financial and narrative reporting and liquidation with operation team, 
    Engage with the team including with Network of Women Exporters in facilitating Women Entrepreneurs Day which is planned to be organized at higher level,
    Support monthly internal reporting on the progress of WEE program,
     Support up on the execution of JP RWEE evaluation through supporting logistic arrangements for inception meeting and validation of the report,
    Support the team in holding consultation with l stakeholders on climate smart Agriculture and Agri-business Program document,
    Assist the team in strengthening the ongoing initiatives with Africa Development Bank including drafting of concept notes and proposals,
    Perform other duties as may be directed by the supervisor and deputy country representative

    Required Skills and Experience




    Education:

    Master’s or Bachelor’s Degree in social sciences, human rights, gender and development studies or a related field is required.

    Experience:

    Minimum of 2 years of experience in programmes on gender equality and women’s rights with bachelors’ degree and/or zero year of experience with Master’s Degree in relevant field of study,
    Specific expertise on Rural related interventions and on gender and community development
    Experience in results-based and rights-based development approaches and management of multi-stakeholder programmes.
    Strong familiarity working with UN agencies or other agencies in the development sector.
    Computer skills (i.e Word, Excel, PowerPoint, Social Media and others)

    Language:

    Good command of written and spoken English and local language (Amharic) is required. Knowledge of local language of one of the target regions is preferred.

    Villages on the slopes were buried in volcanic ash and mud.
    Rescue work on Tuesday was disrupted when a new eruption sent hot gas and molten rock streaming down the volcano's south side.More than 1.7 million people have been affected by Sunday's eruption, with more than 3,000 evacuated.
    Tuesday's explosion took many by surprise after volcanologists said the eruption, which had sent ash up to 10km (33,000ft) into the sky on Sunday, was over for the near future.
    Eddy Sanchez, the head of Guatemala's National Institute of Seismology, had predicted "no imminent eruption over the next few days".
