ORGANIZATION STRATEGIC GOALS SUMMARY The Ministry of Culture and Sport is implementing the Culture Policy, film policy, Language Development Policy and Sport Policy, different strategies that are aimed for supporting the policies implementation, and the Ministry's 10-year Strategic Plan and 3-years mid-term investment and development plan. Therefore there should be a vibrant team of advisors and experts that can work under the advisory unit. The Advisory Unit will help line departments achieve outcomes for initiatives that the Leadership deems "mission critical" or top priority. It is established to pressure line departments into tangible actions. The purpose of the Unit is to inject urgency into the pace of change in delivery to seek significant results in weeks and months, not years. The staff will collect and analyze data to determine what goals the line departments are trying to achieve, whether the activities currently underway meet their goals, and how implementation may need to change to achieve the intended goals.Employment Term: Two YearsII. JOB SUMMARYThe Senior Special Advisors is responsible for providing guidance and support in the designing, revising and giving new insight related to policy, strategy and program in the area of sport, culture and creative arts. They also help in the research, training, capacity development activities. They engage in the knowledge management and automation of the sector. Further, the advisors will provide technical support and advice on Promotion, Protection and Marketing of the sport, culture and creative Industry.II. SPECIFIC DUTIES AND RESPONSIBILITIES:Job Responsibility #1: Planning and ManagementProvides advice in developing and updating/revising policies and strategies related to Culture, Language development, Film and Sport.Provides Support in designing system for effective implementation of Culture, Film, Language and Sport policy.Provides advice in the formulation of roadmap for effective utilization of cultural and social values, creative arts and Sports to economic integration and mutual coexistence.Provides advice on effective promotion and development of sports, Management of performance development centers and competency.Design system for assuring justice and accountability, foster equal participation opportunity for all in Various Sport activities and events.Provides technical support on how to design system for active engagement of the youth in Culture, film and Sport Industry.Organize and facilitate national sport talent and resource mapping project and design sport development programs and involve interns in co-creating the resource mapping.Devise system for effective utility of National and International Sport Competitions/events hosted by Ethiopia for cultural and social exchange as well as economic development and job creation.Support in Organizing National Community Football Week with various activities likePanel discussion (our Sports Federations), resource mobilization, and community competitions.Organize a Joint Program on Cultural Sport Promotion and development (Culture and Sport sector) Support in identification and Promotion of social values that contribute to National Integration/common truth/, economic development and job creation.Job Responsibility #2: Staff Management and developmentArrange a follow-up discussion once per week with senior advisorsDesign job-relevant training for AU staff.Coach and mentor employees working under him, with less or no experience and skills.Supervise the Coaching and mentorship activities of interns working in the Ministry.Job Responsibility #3 Monitoring, Evaluation, Networking Monitor and evaluate projects under AU team.Participate in national and international workshops and networking sessions that directly or indirectly impact the priority projects.Communicating with stakeholders. The Head will provide in-house consultancy and follow up on strategic policy interventions – such as, e-commerce regulatory and legislative instruments; the Startup Act; including other enabling digital ecosystem frameworks. This includes keeping stakeholders informed of the progress of projects or services and addressing any concerns they may have. Job Responsibility # 4 Reporting Providing regular updates on the progress of projects or services. This includes providing information on the status of projects, any challenges or risks that have been identified, and any progress that has been made.Communicating any changes to plans or timelines. This includes providing information on any changes that have been made to the Advisory unit plan, such as changes to the scope of work, the budget, or the timeline.Providing information on any risks or challenges that may impact the delivery of projects or services. This includes providing information on any risks or challenges that have been identified, as well as any steps that have been taken to mitigate these risks.Providing information on the performance of projects or services. This includes providing information on the quality of the work, the satisfaction of stakeholders, and the cost-effectiveness of the delivery.
