    Travel Coordination

    The Emergency Protection Specialist will provide hands-on technical support to a national Protection Project Manager, two Protection National Specialists, and other protection staff assigned to the design and implementation of DRC’s ECHO-funded protection activities in the Somali region of Ethiopia. The candidate must have significant experience designing and implementing emergency protection activities, experience building the technical capacity of local stakeholders in key protection concepts and in developing training modules and protection guidelines. The Emergency Protection Specialist will be based in Jijiga, however, will be expected to travel to Dolo Ado and other areas of the Somali region where DRC is implementing protection activities.. The position will be required collaborate closely with DRC’s Addis Ababa-based Protection Coordinator to ensure technical rigor and the consistent application of DRC’s protection approaches, methods and tools.

    Responsibilities

    Coordination

    Participate in protection-related coordination fora at the site and regional levels.
    ​Programming

    Provide technical oversight of all ECHO-funded protection-related programming in the Somali region of Ethiopia in compliance with core protection principles and DRC and donor regulations.
    Build the capacity of DRC’s national Protection Project Manager to uphold rigorous project cycle management standards.
    Lead in the design of all ECHO funded protection-related interventions as per national and international standards and best practices, ensuring technical rigor and the consistent application of DRC’s protection approaches, methods and tools. Specific activities the position will oversee, and which will require a high-level of technical knowledge, are related to protection mainstreaming and the preparation of training modules for community and governmental stakeholders. Additionally, the Emergency Protection Specialist is expected to lead the provision of technical support for DRC’s protection team in the Somali region in the development of guidelines for community-driven protection initiatives and integrated community centers as well as develop accompanying tools.
    Promote improved understanding of protection issues among relevant stakeholders and ensure the observance of international protection and humanitarian law standards. To achieve this, and in line with DRC’s anticipated protection activities to be implemented over the course of 2018, the Emergency Protection Specialist will play a key role in developing and facilitating trainings and mentoring the DRC Protection Project Manager and National Protection Specialists.
    Provide technical guidance and leadership in all protection-related needs assessments, including the development of appropriate tools to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
    Ensure that ethical and statistically-sound data collection and protection-related information management systems are in place and used for analysis, planning, evaluation, and advocacy.
    Collaborate closely with DRC’s Addis Ababa-based Protection Coordinator to ensure technical rigor and the consistent application of DRC’s protection approaches, methods and tools.
    Contribute to the strategic direction of Ethiopia’s protection programming through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
    Ensure the timely and quality delivery of all protection-related organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations.
    Collaborate with the Jijiga and Dolo Ado Area Managers and Protection Coordinator to ensure field-based protection records and documentation are properly managed and compliant with DRC requirements and best practices.
    Collaborate with the Addis Ababa based M&E Coordinator to ensure proper follow up of the agreed M&E plan, and that all the necessary tools are in place to monitor the ECHO project.
    Support staff to integrate protection concerns and awareness in other sectors.

Build the capacity of DRC’s national Protection Project Manager to uphold rigorous project cycle management standards. Lead in the design of all ECHO funded protection-related interventions as per national and international standards and best practices, ensuring technical rigor and the consistent application of DRC’s protection approaches, methods and tools. Specific activities the position will oversee, and which will require a high-level of technical knowledge, are related to protection mainstreaming and the preparation of training modules for community and governmental stakeholders. Additionally, the Emergency Protection Specialist is expected to lead the provision of technical support for DRC’s protection team in the Somali region in the development of guidelines for community-driven protection initiatives and integrated community centers as well as develop accompanying tools. Promote improved understanding of protection issues among relevant stakeholders and ensure the observance of international protection and humanitarian law standards. To achieve this, and in line with DRC’s anticipated protection activities to be implemented over the course of 2018, the Emergency Protection Specialist will play a key role in developing and facilitating trainings and mentoring the DRC Protection Project Manager and National Protection Specialists. Provide technical guidance and leadership in all protection-related needs assessments, including the development of appropriate tools to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity. Ensure that ethical and statistically-sound data collection and protection-related information management systems are in place and used for analysis, planning, evaluation, and advocacy.     Objective for the call for Application

    The main objective of call for application is to identify regional CSO's network/forum/alliance or coaltions that will partner with Save the Children International Pan African Office (SCI-PAO) in order to achieve the stated objectives and intended outcomes, with the premises on the need to strengthen CSO participation in decision making and policy formulation processes at the regional level. The partnership will be focused on CSO capacity strengthening for improved advocacy for children rights. The programme will focus on providing relevant capacity and technical support for the CSOs networks identified to become independent, sustainable and democratic advocates for children, in the Horn of Africa, AU and IGAD level. More specifically,
    ü To identify potential Child led civil society organisations forum/network or coalition in the Horn of Africa to collaborate with, on a programme of action aimed at capacity strengthening of their members.

Objective for the call for Application The main objective of call for application is to identify regional CSO's network/forum/alliance or coaltions that will partner with Save the Children International Pan African Office (SCI-PAO) in order to achieve the stated objectives and intended outcomes, with the premises on the need to strengthen CSO participation in decision making and policy formulation processes at the regional level. The partnership will be focused on CSO capacity strengthening for improved advocacy for children rights. The programme will focus on providing relevant capacity and technical support for the CSOs networks identified to become independent, sustainable and democratic advocates for children, in the Horn of Africa, AU and IGAD level. More specifically, ü To identify potential Child led civil society organisations forum/network or coalition in the Horn of Africa to collaborate with, on a programme of action aimed at capacity strengthening of their members. ü To collaborate with such child focused CSO network/forum or coalition to contribute to creating an enabling for children to engage in regional policy process especially at AU and IGAD. ü To strengthen the participation of child regional decision-making processes. Submission of Expression of Interest Save the Children International, Regional and Multi-Country Programming Unit, is inviting youth organisations in the Horn of Africa region, with a regional focus on empowerment and youth participation to submit their Expression of Interest to partner with Save the Children International, on the above mentioned exciting programme. SCI seeks expression of interest from organisations who are able to implement programming activities within the Horn of Africa region to engage effectively with regional and sub-regional decision-making and accountability processes such as the AU and IGAD particularly in relation to topical youth human rights issues such as child marriage, protection of education from attacks and military use during armed conflicts, youth migration and youth civic empowerment.
