Overview:
IBTCI is seeking consultants to provide a range of research services to support IBTCI’s effort for the Joint Emergency Operation for Food Assistance in Ethiopia (JEOP). The Joint Emergency Operation (JEOP) program is an emergency food assistance program funded by the United States Agency for International Development (USAID), Bureau for Humanitarian Assistance (BHA). The JEOP targets transitory or acute food insecure households through a participant targeting process led by the Government of Ethiopia’s (GoE) National Disaster Risk Management Commission (NDRMC). JEOP complements emergency needs outlined in the GoE’s Humanitarian Response Plan (HRP).
For the final evaluation CRS seeks to assess the impact and efficiency of JEOP interventions implemented since August 2012, in terms of achieving Strategic Objectives (SOs) and Immediate Results (IRs) and producing unintended results (positive or negative). The evaluation will also assess how the management, implementation and external factors affected results to inform future food security programming.
The level of effort (LOE) anticipated for this assignment is between 150 and 180 days, and the period of performance is anticipated to run from March 2021 to January 2022. Positions are subject to award of this contract.
Scope of Work:
Under direction of the IBTCI project director and in coordination with the evaluation Team Leader, participate in meetings with CRS, USAID, and other stakeholders as requested.
Coordinate with the IBTCI project director and evaluation Team Leader to design the work plan and data collection tools needed for this task.
Carry out different functions for data collection in the field work, data analysis, and reporting.
Monitor the work of a local firm contracted to supply field work and data collection.
Assist in the design of qualitative research, pre-test research instruments and finalize data collection tools.
Conduct qualitative data collection as specified in the work plan.
Participate in key informant interviews.
Coordinate with the IBTCI project director and team members to develop an analysis plan for the collected data and conduct analysis.
Participate in drafting of the research report and related materials, follow through with subsequent revisions as directed by the client.
Participate in presentations of research findings as directed.
This position does not authorize/require the consultant to directly communicate with IBTCI clients.
This position does not authorize/require the consultant to have decision making authority on final work product.
Minimum Requirements:
Five years of experience in evaluations and field-based data collection in Ethiopia.
Experience with qualitative research methodologies including interviewing and designing/leading focus group discussions.
Fluency in local languages and demonstrated experience working in different regions of Ethiopia.
Education: College degree in relevant fields such as social science, development studies, development evaluation, disaster risk management, etc.
Preferred Knowledge, Skills and Abilities:
Prior experience in emergency food security programming, technical expertise and skills in food security and early warning systems preferable.
Recent experience implementing field research under the COVID-19 environmental desirable.
Prior experience with topics including gender equality, women’s empowerment, protection disability and inclusion, environment, etc.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Substantial Travel to different regions within Ethiopia is required.
