DCA Ethiopia is looking for a competent Humanitarian Response Project Coordinator for its Afar refugee operation. Under the supervision of DCA’s Afar field Office coordinator, the position holder will be responsible for planning, implementing, monitoring and evaluating DCA Humanitarian Response Project activities in the region.Major duties and responsibilities of the position holder:Lead, coordinate and facilitate the proper planning and timely implementation, monitoring and evaluation of Humanitarian Response Project activities; Prepare monthly detailed implementation and procurement plans based on the proposal document; and regularly update through periodic review to maintain as a living doc;In consultation with the field coordinator, Partners and other DCA staffs, and the project document, develop clear targeting criteria and make sure they are clearly communicated to target communities; Coordinate/facilitate and lead the day-to-day implementation of the project activities as per the agreed project document(s);Liaise with relevant program, logistics and finance staffs to ensure required project inputs are timely delivered and according to the required quality standard;Train and provide regular technical and administrative guidance to DCA field officers, target beneficiaries and relevant partner staff (as deemed necessary) to ensure effective implementation of emergency response interventions;Ensure adherence to DCA internal control systems and principles; manage and control project resources utilization to make sure they are used for the intended purpose only with a maximum possible efficiency Participate in regional, zonal, district and camp level humanitarian coordination forums, meetings, networks; and ensure DCA’s adequate representation;Organize joint monitoring and review sessions with relevant stakeholders; produce, document and disseminate learnings out of these joint monitoring and review;Ensure project deliverables are in conformity with internationally accepted humanitarian standards (CHS, Sphere minimum standard, etc.), local contexts and PoC’s preferencesGenerate timely and quality periodic reports in accordance with agreed reporting guidelines and time table;Manage project budget; regularly monitor budget burn rate and take corrective actions as deemed necessary;Lead by example, and motivate staff members through regular coaching and mentoringDevelop training materials, Organize and Facilitate project level workshops and capacity building training for community groups and partner staffs;Develop ToRs and guidelines for identification and selection of financial service providers, consultants etc.
