Job Summary
To provide Emergency WASH officer with required technical skills to support AWD response in AWD affected areas in Afar regional state.
Justification
CLIENT has been providing considerable emergency support to improve access to safe water and sanitation to emergency affected communities and institutions in all the emergency affected regions in the country. As part of the current AWD, response in Afar CLIENT is planning to recruit WASH officer, who will be deployed to areas in need of quick response in water supply, sanitation and hygiene. The intervention is aimed to support the AWD response efforts of the Afar regional Water and Health Bureaus and CLIENT field officers, in coordination with other partners, and to provide technical support in the response, control and preventions measures of AWD outbreak. Therefore, in consultation with CLIENT Afar, Afar regional water and health bureaus, CLIENT is looking to contract a highly qualified WASH Officer for AWD response in Afar region.
Objective
The intervention is aimed to support the AWD response, control and prevention efforts of the Afar regional Water and Health Bureaus and CLIENT field officers, in coordination with other partners, and to provide technical support in the response, control and preventions measures of AWD outbreak. This will be through ensuring safe WASH services in communities and CTCs, provision of strong support in Hygiene and sanitation promotion and coordination in AWD affected areas of Afar Region of Ethiopia. The Consultant also will support emergency assessments and immediate actions during emergencies, as required and directed.
Specific tasks:
Provide technical support to Afar AWD technical working groups, Afar regional water and health bureaus and WASH partners on AWD response.
Help collate and process emergency data, in particular relating to AWD location, case load, case fatality rate, case treatment centres (CTC) establishment and related monitoring reports.
Support the functioning of the AWD technical working groups/coordination forums/daily taskforce meetings
Support Afar regional water bureau to develop and revise preparedness and response plans and strategies.
Identify the WASH related resources/supply gaps, and quickly report to relevant stakeholders RWB, RHB and CLIENT for immediate response and support
Assist Afar regional water and health bureaus with emergency procurement, distribution of supplies to woredas, communities. Support the distribution and end-user monitoring of NFI (non-food items) such as jerry cans, soap, household water treatment chemicals. During distributions of HH water treatment chemicals, demonstrate the use and explain to the communities how to use it
Report to RWB and CLIENT FO when non-functional infrastructures need a major repair, or could be upgraded to provide water to a larger group
Regular monitor and follow-up of the implementation of hygiene promotion activities including capacity building and community participation
Assure multi-level mix of communication approaches are applied (IPC, participatory drama, community media, mass media, peer education etc. ) and regular behaviour changes are captured and reported
Support the activities carried out by local facilitators (i.e. HEW, local leaders, religious leaders, School communities, food and water vendors and different community service providers) and activities carried out by CLIENT ’s C4D (Communication for Development) and/or the RHB staff.
Methodology
Work closely with Afar regional water and health bureaus to provide necessary technical support and guidance
Provide support and guidance to the health workers, sanitation and hygiene promoters and community representatives at AWD affected areas and CTCs to establish and maintain standards and protocols.
Conduct regular visits to the AWD affected sites, preferably with woreda water, health officers and provide on-site guidance and advice on the corrective measures to be taken in health, water, sanitation and hygiene areas.
Ensure that the support provided and implementation of the sanitation and hygiene activities both at community and CTCs adhere to the national and or SPHERE standard.
Provide on the job refresher training to health extension workers/ sanitation and hygiene promoters
Identify the WASH related resources/supply gaps, and quickly report to relevant stakeholders RWB, RHB and CLIENT for immediate response and support
Expected Deliverables
During the peak of the AWD response daily brief and communication is needed with CLIENT Afar WASH Officer.
Update on the follow up action points from command post/ technical working group and accomplishment related to AWD response shall be reported as needed
Activity Report detailing activities undertaken and results achieved, also detailing the subsequent month’s work-plan.
The Report and work plan shall be endorsed by CLIENT Afar WASH officer.
The Activity Report shall also include the minutes of any meetings held during the month
Any other key documents or outputs developed by the Consultant as part of his/her responsibilities (annexed to monthly Activity Reports).
Location and duration
The consultant will be recruited for three months and will be based in Afar region; Afar regional water bureau, Semera
Expected Background and experience
Minimum Bachelor’s degree in water supply, sanitation, public health or related field
At least 5 years’ experience in planning, supervision and monitoring of water supply and sanitation, including two years in an emergency context
Specialist knowledge of AWD response and management
Strong analytical and networking skills
Capable organizer, self-reliant, able to deliver results on time
Computer skill
Language proficiency
Fluency in English with excellent writing skills and Knowledge of Afar language -Afaraf is a must.
