    Job Summary   
    To provide Emergency WASH officer with required technical skills to support AWD response in AWD affected areas in Afar regional state.
    Justification
    CLIENT has been providing considerable emergency support to improve access to safe water and sanitation to emergency affected communities and institutions in all the emergency affected regions in the country. As part of the current AWD, response in Afar CLIENT is planning to recruit WASH officer, who will be deployed to areas in need of quick response in water supply, sanitation and hygiene. The intervention is aimed to support the AWD response efforts of the Afar regional Water and Health Bureaus and CLIENT field officers, in coordination with other partners, and to provide technical support in the response, control and preventions measures of AWD outbreak. Therefore, in consultation with CLIENT Afar, Afar regional water and health bureaus, CLIENT is looking to contract a highly qualified WASH Officer for AWD response in Afar region.
    Objective
    The intervention is aimed to support the AWD response, control and prevention efforts of the Afar regional Water and Health Bureaus and CLIENT field officers, in coordination with other partners, and to provide technical support in the response, control and preventions measures of AWD outbreak. This will be through ensuring safe WASH services in communities and CTCs, provision of strong support in Hygiene and sanitation promotion and coordination in AWD affected areas of Afar Region of Ethiopia. The Consultant also will support emergency assessments and immediate actions during emergencies, as required and directed.
    Specific tasks:
    Provide technical support to Afar AWD technical working groups, Afar regional water and health bureaus and WASH partners on AWD response.
    Help collate and process emergency data, in particular relating to AWD location, case load, case fatality rate, case treatment centres (CTC) establishment and related monitoring reports.
    Support the functioning of the AWD technical working groups/coordination forums/daily taskforce meetings
    Support Afar regional water bureau to develop and revise preparedness and response plans and strategies.
    Identify the WASH related resources/supply gaps, and quickly report to relevant stakeholders RWB, RHB and CLIENT for immediate response and support
    Assist Afar regional water and health bureaus with emergency procurement, distribution of supplies to woredas, communities. Support the distribution and end-user monitoring of NFI (non-food items) such as jerry cans, soap, household water treatment chemicals. During distributions of HH water treatment chemicals, demonstrate the use and explain to the communities how to use it
    Report to RWB and CLIENT FO when non-functional infrastructures need a major repair, or could be upgraded to provide water to a larger group
    Regular monitor and follow-up of the implementation of hygiene promotion activities including capacity building and community participation
    Assure multi-level mix of communication approaches are applied (IPC, participatory drama, community media, mass media, peer education etc. ) and regular behaviour changes are captured and reported
    Support the activities carried out by local facilitators (i.e. HEW, local leaders, religious leaders, School communities, food and water vendors and different community service providers) and activities carried out by CLIENT ’s C4D (Communication for Development) and/or the RHB staff.
    Methodology
    Work closely with Afar regional water and health bureaus to provide necessary technical support and guidance
    Provide support and guidance to the health workers, sanitation and hygiene promoters and community representatives at AWD affected areas and CTCs to establish and maintain standards and protocols.
    Conduct regular visits to the AWD affected sites, preferably with woreda water, health officers and provide on-site guidance and advice on the corrective measures to be taken in health, water, sanitation and hygiene areas.
    Ensure that the support provided and implementation of the sanitation and hygiene activities both at community and CTCs adhere to the national and or SPHERE standard.
    Provide on the job refresher training to health extension workers/ sanitation and hygiene promoters
    Identify the WASH related resources/supply gaps, and quickly report to relevant stakeholders RWB, RHB and CLIENT for immediate response and support
    Expected Deliverables
    During the peak of the AWD response daily brief and communication is needed with CLIENT Afar WASH Officer.
    Update on the follow up action points from command post/ technical working group and accomplishment related to AWD response shall be reported as needed
    Activity Report detailing activities undertaken and results achieved, also detailing the subsequent month’s work-plan.
    The Report and work plan shall be endorsed by CLIENT Afar WASH officer.
    The Activity Report shall also include the minutes of any meetings held during the month
    Any other key documents or outputs developed by the Consultant as part of his/her responsibilities (annexed to monthly Activity Reports).
    Location and duration
    The consultant will be recruited for three months and will be based in Afar region; Afar regional water bureau, Semera
    Expected Background and experience
    Minimum Bachelor’s degree in water supply, sanitation, public health or related field
    At least 5 years’ experience in planning, supervision and monitoring of water supply and sanitation, including two years in an emergency context
    Specialist knowledge of AWD response and management
    Strong analytical and networking skills
    Capable organizer, self-reliant, able to deliver results on time
    Computer skill
    Language proficiency
    Fluency in English with excellent writing skills and Knowledge of Afar language -Afaraf is a must.

    “President ISAIAS announced tdy that Eritrea shall dispatch delegation to Addis Abeba to a constructive engagement with Ethiopia,” he twitted.
    Executive Committee of EPRDF recently decided to fully accept and implement the Algiers Agreement and decision of the Ethio-Eritrean Boundary Commission (EEBC).
    The decision is aimed at ending the stalemate and rejuvenating ties between the two countries.
    The Algiers Agreement was a peace agreement between the governments of Eritrea and Ethiopia signed on December 12, 2000, for the formal end of the Ethio-Eritrea border war.

  • Addis Ababa, June 19, 2018 (FBC) - The U.N. refugee agency reported Tuesday that nearly 69 million people who have fled war, violence and persecution were forcibly displaced last year, a record for the fifth straight year.

    The U.N. High Commissioner for Refugees said the continued crises in places like South Sudan and Congo, as well as the exodus of Muslim Rohingya from Myanmar that started last year, raised the overall figure of forced displacements in 2017 to 68.5 million.
    Of that total, 16.2 million were newly displaced last year — an average of more than 44,000 people per day. Most have been displaced for longer than that, some forced to flee multiple times.
    “The global figure has gone up again by a couple of million,” said the High Commissioner, Filippo Grandi.
    “This is because of protracted conflicts and lack of solutions for those conflicts that continue, continuous pressure on civilians in countries of conflict that pushed them to leave their homes and new or aggravating crises, like the Rohingya crisis.”
    For the fourth year running, Turkey was again the country with the largest number of refugees — mostly Syrians — at 3.5 million at the end of 2017. The United States received the most new individual applications for asylum last year, at nearly 332,000. Germany was second at more than 198,000.
    But UNHCR, Grandi’s agency, said the figures debunked the flawed perception among some that a refugee crisis has affected more developed countries in the “Global North.” It said 85 percent of refugees are in developing countries, many of them “desperately poor.”
    “It should be an element dispelling the perception, the notion that is so prevailing in many countries: That the refugee crisis — singular — is a crisis of the rich world,” Grandi said. “It is not. It continues to be a crisis mostly of the poor world.”
    The data release comes ahead of World Refugee Day on Wednesday, according to a report by AP.

  • Addis Ababa, June 19, 2018 (FBC) - UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein has commended the reforms undertaken by Ethiopia’s Prime Minister Dr Abiy Ahmed.

    The Commissioner made the remark at the opening of the 38th session of the Human Rights Council in Geneva, Switzerland yesterday.
    The meeting, which aims to bring attention to the world's most pressing human rights issues, will continue until July 6, 2018.
    In his remark, Zeid said “I was impressed and encouraged by the Prime Minister’s commitment to undertake reforms that could well advance the rule of law, and respect for fundamental human rights and principles, including a broad space for expression, peaceful assembly and civil society participation.”
    “Following a long period of reluctance to engage with international human rights bodies, the recent conclusion of a much-awaited MoU will facilitate an extensive role for the office in the country, and I encourage the authorities to also accept visits by and guidance from special procedures experts in the context of the ongoing reforms,” he added.
    “I applaud the lifting of the state of emergency earlier this month, as well as the release of a number of political detainees. While recognising challenges, I look forward to assisting the authorities in furthering respect for the human rights of all in Ethiopia.”
    Mr. Zeid made his second official visit to Ethiopia, at the invitation of the government, from 22-26 April 2018.
    During his visit, he met PM Dr Abiy and other high-ranking Ethiopian officials, including Minister of Foreign Affairs Dr Workneh Gebeyehu, head of the Ethiopian Human Rights Commission and discussed the human rights situation in the country and the work of the UN human rights East Africa regional office.
    He also took part in a high-level dialogue between the African Union (AU) and the UN human rights office and delivered a lecture at the Addis Ababa University.
    Dr Workneh and Mr. Zaid also signed a memorandum of understanding (MoU) between the regional UN human rights office for East Africa and the Ethiopian government, which will strengthen our Office’s ability to do human rights work in the country and the region.

  • Addis Ababa, June 19, 2018 (FBC) – A peaceful rally in show of support for Prime Minister Dr Abiy Ahmed will be staged in Addis Ababa next Saturday.

    The rally is intended to encourage and recognize the changes brought about by the Prime Minister since he assumed the Premiership post, organizing committee of the rally said today.
    In general it is aimed at showing solidarity to the Prime Minister, the committee said in a press conference.
    The committee also called on Ethiopians to demonstrate their solidarity to the Premier and the efforts being made to ensure peace in the country by participating in the rally.
    The rally will be held on Saturday morning at 7a.m local time at the Meskel Square.
    People residing in the surrounding areas of Addis Ababa are also expected to participate in the rally.

    The committee finally called on the public and police to discharge their responsibilities for the peaceful conduct of the rally.

    China responded by accusing the US of "blackmail," raising fears of a full-blown trade war.
    During the 2016 election campaign, Mr Trump promised to use tariffs to cut the US trade deficits.
    But many economists have warned that tariffs are likely to make products more expensive for US consumers and hurt some of the businesses the administration is trying to protect, which depend on China for parts or assembly.
    Asian markets sank on Tuesday in response to the latest news, and European markets also opened lower. Global shares had already fallen on Monday.

    During the discussion, participants said perpetrators of the conflict do not represent the Sidama people.
    They also expressed their demand architect of the conflict to face justice and called for reconciliation.

    After thanking the Sidama people others for their efforts to avoid further escalation of the conflict, the Premier said “orchestrators of the conflict are enemies of the Sidama people.”
    He said the government, in partnership with the public, will bring those responsible for the conflict and bloodshed to justice.
    The question of the Sidama people for regional self-determination is constitutional; however, he said, the question should be asked constitutionally and will get answer based on the constitution.
    The Premier also invited political parties that struggle for the Sidama people sheltering in various countries to come to home and conduct a peaceful struggle.
    The Premier also responded to questions related to prisoners, problems of good governance, development, compensation, and unemployment.
    After concluding his discussion in Hawassa, the Premier traveled to Wolaita Sodo town this afternoon for similar public consultation.
    He will also head to Welkite town tomorrow.
    The conflicts that occurred in the three cities last week left 15 people dead. Commercial centers were also ransacked.
    In his address to the parliament yesterday, the Premier said the conflicts were coordinated by those forces who want to gain political profit.
    He also urged these forces to refrain from instigating ethnic conflicts.
