The programme is intended to increase the number of people having access to water and sanitation, through strengthening the service delivery, enabling environment, and knowledge management of the WASH sector
    In order to achieve the planned results, UNICEF is supporting the WASH component of the national Growth and Transformation Plan-II in five principal areas:
     

    Advance sanitation and hygiene promotion and marketing (including adolescent and BABY-WASH) in zones with high stunting, diarrhoea and trachoma prevalence;
    Leverage resources from the ONEWASH pooled fund for accelerated institutional WASH coverage;
    Innovate to improve the functionality and resilience of water supply in water insecure districts;
    Intensify urban sanitation and pro-poor water service delivery; and
    Strengthen sector coordination for development and emergency programming through innovative research and knowledge generation.

    How can you make a difference?
    The UNICEF Ethiopia Water Supply, Sanitation and Hygiene (WASH) Chief is responsible to lead and manage one of the largest and diverse UN WASH programme
    Responsible as the WASH sector co-chair for both the Donor Assistance Group (DAG) and the ONEWASH Sector Wide Approach, the WASH Chief will lead the WASH enabling environment towards the goals of SDG 6.1 and SDG 6.2.
    Responsible under the overall guidance of the Deputy Representative for development, planning, design, implementation and management of the UNICEF assisted Water Supply, Sanitation and HygieneProgramme throughout Ethiopia.
    The post administers an annual programme budget of USD 40 million and includes Urban, Rural, Emergency and Refugee WASH interventions through 40 UNICEF WASH staff in 8 field offices.
    Specific Responsibilities :
    Managerial leadership
     

    Establish the annual work plan, determining priorities and performance measurements. Monitor workplan implementation, to ensure that WASH output results are achieved to schedule and performance standards and sector humanitarian /cluster leadership and alignment. Report critical issues to the Deputy and Representative for timely action.
    Establish the annual workplan outputs, activities and developmental priorities of the WASH section staff. Provide timely guidance to enable the WASH section staff to perform their duties responsibly and efficiently.
    Manage WASH team results orientation, building, motivation and knowledge management. Signal potential conflicts and take preventive action, in coordination with Human Resources staff.

     
    Programme development and planning
     

    Oversee the preparation of the WASH inputs for the situation analysis. Ensure that comprehensive and current data / trends/ innovations is used to inform climate resilient and financially sustainable WASH policy and programme development, planning, management and implementation. Keep abreast of global, regional and national WASH sector developments, for maximum efficiency and effectiveness in WASH programme design, management and implementation.
    Collaborate with colleagues and partners to discuss national WASH priorities, resources, strategies and methodologies to ensure the most strategic use of the collective resources of external support agencies, including government leadership of the sector, especially in disaster risk preparedness, planning and response.
    Lead the development of the WASH outcome and output results of the country programme (or CCPD), along with related background, strategic analysis and delivery strategies, ensuring alignment with the UNICEF’s Strategic Plan, UNICEF’s global WASH strategy and the country programme as well as government plans and priorities, and the role of other WASH external support agencies. Lead the development of output-related indicators, baselines, targets and means of verification. Lead the development of the WASH content of the CPAP.

     
    Programme management, monitoring and quality control of results
     

    Prepare documentation for programme reviews and analytical statements on progress and constraints of WASH outcome and output results.
    Provide technical and operational support throughout all stages of programming processes for the achievement of the WASH output results, including through innovation. Ensure effective collaboration with other UNICEF sectors,.
    With other external support agencies, analyze national government WASH sector programmes and projects, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).
    Manage monitoring and evaluation of the WASH programme and its components in line with latest trends and developments in the sector, programme reviews and annual sectoral reviews with government and other partners and prepare reports for CO management and WASH sector coordination bodies.
    Monitor, report and certify the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.
    Ensure timely donor reporting, negotiate any changes required to agreements with donor in a timely manner. Ensure systems are in place for HACT compliance
    Ensure the development and management of a fund-raising strategy for WASH, aligned with the WASH output results in the country programme, and lead interactions with senior staff of donor agencies.

     
    Advisory services and technical support
     

    Participate in strategic discussions to influence national WASH policies and strategies, including the reduction of inequalities, contributing to global sector learning.
    Support government to co-lead the WASH sector, incorporating humanitarian preparedness, planning, financing, implementation and monitoring, resilience building as part of the sector plan
    Advise senior officials in government, NGOs, UN agencies and WASH sector donors on WASH policies, strategies and best practices.
    Lead the preparation of policy papers, reports, briefing notes and other strategic materials for use by management, donors, UNICEF regional offices and headquarters.
    Coordinate the use of technical experts from the Regional Office and HQ, as and where appropriate in the WASH programme, through remote support and on-site visits.

     
    Advocacy, networking and partnership building
     

    Build and strengthen strategic partnerships with government counterparts, UN agencies, donor agencies, WASH institutions, NGOs, research institutes and the private sector to stimulate coordination and collaboration.
    Oversee the analysis of national budgets for WASH, cost analysis and value-for-money studies, to advocate for improvements in sector efficiency along side climate resilient and financially sustainable options .
    Produce materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
    Represent UNICEF in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in planning and agenda setting.
    Interact with global and regional initiatives and partnerships for WASH, contributing to global knowledge management

     
    Humanitarian WASH preparedness and response
     

    Support government to co-lead the WASH sector, incorporating humanitarian preparedness, planning, financing, implementation and monitoring, resilience building as part of the sector plan
    Ensure the annual preparation/revision of UNICEF’s preparedness for WASH in emergencies.
    Ensure the coordination arrangements for humanitarian WASH are in place, for instant robust coordination in case of an emergency.
    Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency.
    In case of an emergency, ensure that UNICEF meets its commitments for WASH in the response and early recovery.

    Ensure robust knowledge management through documentation, dialogue and linking up with regional and global developments in WASH

    Summary:

    Duties:


    Under direct supervision of the Housing Coordinator, the incumbent shall identify potential residences for lease for the Embassy through contacts, real estate brokers and advertisements.  Prepares leases and drafts waiver requests as necessary.  Ensures that current status of all lease files and RPA are maintained accurately. Works with the Financial Management Office in planning quarterly leasehold funding requirements.  Serves as backup to the Housing Coordinator in his/her absence.  Serves as COR on the residential gardening contract. The incumbent is responsible for supervising five (5) Realty Clerks.
     




     
    Qualifications and Evaluations
    Education: Completion of a college diploma or two years university study in Business or Management or equivalent is required.
    Requirements:
    Prior Work Experience:  Minimum of three years’ experience in Office Management or administrative work is required.  Six months of this experience must be in realty management.

    Post Entry Training:  On-the-job training provided by the Housing Coordinator and S/GSO in USG specific requirements, post specific requirements, DOS real estate regulations, section 15 FAM, and post housing policy.

    JOB KNOWLEDGE: Knowledge of housing leases, housing regulations, local real estate market, effective administrative procedures, knowledge of the city and preferred residential areas.
    Evaluations:
    LANGUAGE:  English and Amharic language level 4 (fluent) reading/writing/speaking is required. (English Language will be tested)
    SKILLS AND ABILITIES:  Ability to work with minimum supervision to manage all required tasks, ability to prioritize, ability to effectively communicate orally and in writing, ability to interact positively with a wide variety of individuals in and out of the Embassy.  Ability to organize paper flow and maintain schedules, ability to operate office applications including Microsoft Word and Excel.  Basic key boarding skills and basic MS office suite knowledge. (This may be tested)

    We are looking for an experienced Back-end developer to join our IT team. You will be responsible for the server side of our web applications.
    If you have excellent programming skills and a passion for developing applications or improving existing ones, we would like to meet you. As a Back-end developer, you’ll work closely with our engineers to ensure system consistency and improve user experience.
    Ultimately, you should be able to develop and maintain functional and stable web applications to meet our company’s needs.
